Frederick Work Release Outcomes
The Frederick County Work Release Center is a separate correctional building next to the Adult Detention Center. The Frederick County Sheriff’s Office Corrections Bureau operates it for work release, home detention, labor, and community-service activity. Each track can involve lawful movement outside the building without ending custody or supervision.
A program episode may end through sentence completion, a court order, approved discharge, return to secure detention, revocation, or transfer. Only some outcomes return the participant to the community without continuing correctional control. The record should identify the program, effective date, reason, and destination. If a person went back to the Adult Detention Center, the placement ended but custody did not.
Community movement during work release is not discharge. Confirm the program’s end and the person’s next legal status.
Confirm Frederick Work Release Discharge
No public Frederick County roster or release feed shows when a participant completes work release or home detention. Verification therefore combines the program unit, Sheriff records, and the matching court docket.
- Collect the full legal name, date of birth, case number, and approximate program dates.

- Ask whether the person remained active, completed the placement, returned to secure custody, or transferred.

Frederick Work Release Records
A narrow request helps the custodian locate the correct program episode. Include identifiers and a date range, and name each record that could show whether the placement truly ended.

Request segregable public portions, electronic delivery, and a fee estimate. A protected detail may be redacted without making every part of the record unavailable.
Request Frederick Program Records
Maryland’s Public Information Act gives a process for asking a custodian to inspect existing agency records, subject to exemptions. A clear Work Release Center request should identify the participant, program, court case, and narrow date range. Ask for the intake or placement record, any completion or termination entry, the effective discharge record, and any transfer or return-to-custody document.
The request should also seek segregable nonexempt portions and a written basis for any denial. The Sheriff’s posted schedule lists a $5 electronic incident report of up to 20 pages, $0.25 for each extra page, and a $3.50 GovQuest convenience fee. Search and redaction time can also be charged under the governing rules. Ask for a fee estimate before a stated limit is exceeded.
The Act does not require the Sheriff to create a new summary of a participant’s history. Existing records are the target. A precise request reduces the risk that routine community movement, program completion, and return to secure custody will be blended into one vague answer.

Frederick Alternative Sentencing Programs
The 2023 Corrections Bureau report supplies a local view of these programs. It recorded 43 men and two women entering work release, with ten men active at year end. Five men and one woman entered home detention, and one man remained active at year end. Alternative Sentencing recorded 303 intakes.
These counts describe program activity, not a list of people discharged. An intake does not establish completion, and year-end activity does not disclose a later outcome. Person-level verification still requires the participant’s record and case.
Work Release Versus Discharge
Several Frederick County statuses can look similar from outside the system. Their records and legal effects differ.

Probation may still follow a correctional discharge. That is a separate court-ordered status administered through the Division of Parole and Probation, not an extension of daily work release.
Frederick Work Release History
The Sheriff’s annual report says the 128-bed Work Release Center opened in June 2005. In January 2020, half of its space was repurposed for a detox operation, leaving a stated correctional capacity of 64. Those facts describe the building and its program footprint. They do not show how many people are present now.
Its location beside FCADC can also cause record confusion. Central Booking is inside the Adult Detention Center, while the Work Release Center is a separate facility. A person may move from secure detention into work release or may enter an alternative placement under a court order. Track every step by date and custodian.

Frederick Court and VINE Checks
Maryland Case Search can show the sentence, disposition, probation order, and later docket activity. A court entry may explain why a placement should end, but it normally does not show the minute a participant completed exit processing. Compare the court authority with the Sheriff’s effective release or termination entry.
Maryland VINE may carry custody, court, parole, or probation events for a registered person. It is an alert and current-status service, not a complete archive of work-release movements. Registration may need to be renewed when a case changes court level or the person moves from local detention into a state system.
A no-result is limited by the tool searched. It cannot prove discharge. Name spelling, agency coverage, a transfer, or a status outside the public tool may explain the absence.
After Frederick Program Completion
Completion of work release or home detention does not answer every post-release question. A court may have ordered probation, and another case may carry a warrant or term. State parole is different again. It follows qualifying state confinement and is administered through Maryland’s corrections system. Pretrial Services concerns a pending case, not a completed sentence.
The record trail should name the status that follows. If probation begins, identify the court case and the Division of Parole and Probation office. If the person moves to FCADC, use the secure jail record. A transfer to Maryland DOC shifts the search to the state locator and DPSCS records, while an ICE or federal handoff requires that system’s tools.
Frederick’s official DPP directory lists the Frederick Field Office at 100 West Patrick Street and 301-600-1935. Staff may limit person-level details, so bring exact identifiers and respect disclosure rules. VINE registration may need renewal when a person enters parole or probation.

Use the record’s exact wording. Broad labels can hide a return to secure custody or a new form of supervision.

The safest conclusion identifies both what ended and what followed. “Work release ended, returned to FCADC” and “sentence completed, released to the community” are not interchangeable.
