A released or out-of-custody result means the reporting agency no longer shows the same custody status. It does not prove that every jurisdiction released the person. FCADC may transfer someone to Maryland DOC, another county, ICE, or federal custody. A court release decision may also precede physical processing. Note: Treat the agency name as part of the result because a custody change in one system may begin a new record in another.

If the result is unclear, use VINE's operator support and the agency contact rather than selecting a near match.
Re-Register After Frederick Custody Transfers
Maryland's most important VINE rule is that registrations do not automatically follow every move. Register again when a case moves from District Court to Circuit Court. Renew the registration when a person transfers from local detention to a state prison. Do the same when the person enters parole or probation. A single Frederick County jail subscription should not be treated as a permanent alert covering every later agency.
This rule matters at the local-to-state boundary. Someone leaving FCADC for Maryland DOC may generate a county custody event, yet the transfer is not a community release. A new state registration may be needed for later DOC events. Entry into parole or probation creates another system change. Update phone and email details whenever they change, and separately register with DPSCS Victim Services when written DOC notification is desired.

Confirm Frederick VINELink Release Events
For an FCADC event, use the Sheriff's detention directory to reach Offender Records at 301-600-3015 or the main detention center line at 301-600-2550. Ask whether the person physically left, the actual date and time, legal authority, and destination. A durable county answer comes from the booking sheet and release-book entry requested through the Sheriff's GovQuest portal. Maryland Judiciary Case Search can supply a bond order, recognizance decision, disposition, sentence, or later docket action, but it is not the jail's release clock.
For a state-prison event, the DPSCS Incarcerated Individual Locator is limited to covered people currently housed in state custody. It expressly omits people no longer in custody and provides no historical discharged record, release date, supervision status, or projected date. A missing result can fit several explanations. Use the VINE event, court case, Division of Parole and Probation office directory, and a DPSCS records request to resolve the gap.
Frederick VINELink Release Check Limits
VINELink is not the federal Bureau of Prisons locator. For a federal sentence, the BOP locator can show a release date and a Released or Not in BOP Custody result for covered records, generally from 1982 forward. That result still does not rule out US Marshals, state, local, immigration, parole, or federal supervised-release status. Historical US Marshals custody may require the federal docket or a records request.
ICE has its own Online Detainee Locator for people within its current scope. A no-result there is not historical proof of release. This boundary is important in Frederick because a scheduled release from criminal custody can become an immigration custody handoff. VINE also is not the Maryland Sex Offender Registry. That registry covers only people subject to registration law and does not establish a jail release date.

Note: Federal and immigration custody use separate locators, and neither system's no-result alone proves that a Frederick County release occurred.
